§ 97.02 SALE OF LOTS.
   (A)   No cemetery lot shall be sold until the ground has been platted and recorded in a plat book provided for this purpose (of which a duplicate shall be made for the Director of Public Safety and Service), nor until the price has been fixed by the Director of Public Safety and Service.
   (B)   The City Clerk shall exhibit lots for sale. When a lot or part of lot is selected, the Cemetery Superintendent shall furnish a card signed by him or her stating section, number of lot, size and price thereof. When advised of the issuance of such a card, the Director of Public Safety and Service shall arrange for the sale of the parcel, the terms of the sale, and upon full payment of the purchase price, shall execute and deliver a deed to the purchaser.
   (C)   Duplicate records of all sales and transfers and the ownership of all lots shall be made; one shall be kept in the office of the Director of Public Safety and Service and the other in the office of the City Clerk. The Director of Public Safety and Service shall report to the Cemetery Superintendent all sales or transfers of lots to the end that duplicate records will correspond.
   (D)   No sale or transfer of a lot by a lot owner, except by descent, will be effective or binding upon the city, until the instrument of conveyance thereof shall be presented to the City Clerk for transfer on his or her records. Transfers by descent may be made by affidavit. A fee of $1 shall be charged for making every transfer.
