§ 97.01 SUPERINTENDENT; DUTIES.
   (A)   Appointment. A Cemetery Superintendent shall be appointed by the Director of Public Safety and Service subject to the approval of Council, be employed regularly, give his or her full time to his or her duties and shall be paid a salary, as Council shall from time to time determine.
   (B)   Duties. Under the direction and control of the Director of Public Safety and Service, the Cemetery Superintendent shall have full charge and control of and shall direct all improvements in the public cemetery of the city, such as laying out roadways and grounds, and keeping the same in proper condition at all times, and shall direct the care of trees, flowers and shrubbery.
   (C)   Equipment. The Cemetery Superintendent shall at all times be charged with, and have custody and control of and keep in good order and repair, personal property, tools, implements, supplies and materials belonging to the city, and shall be responsible for proper care, preservation and safe keeping of same. He or she shall keep an up-to-date inventory of all property.
   (D)   Roadway and drives. The Street Department shall maintain present roadways and drives, and will provide labor and material for construction for new roadways and drives.
   (E)   Labor. The Cemetery Superintendent, with the approval of the Director of Public Safety and Service, shall determine the amount of labor needed to keep the cemetery in a proper condition at all times. Extra labor will be allowed with the approval of the Director for emergencies, such as during grass growing season, and for opening and closing of graves. Such extra labor shall be on a temporary basis only. Labor for weekend and holiday grave openings and closing will be limited to the working Superintendent and one employee. In the event that the Superintendent declines to work, he or she may assign an employee in accordance with the Union Labor Contract between the city and its employees.
   (F)   Interments and disinterments. The Cemetery Superintendent shall have charge and direction of all interments and disinterments.
   (G)   Record of graves and removals. The Cemetery Superintendent shall keep and maintain a record of all graves and their location in various lots in the cemetery, which records shall be made in duplicate, one copy to be preserved by the City Clerk.
   (H)   Preserving order. The Cemetery Superintendent shall be vested with police powers, and it shall be his or her duty to keep and preserve order in and about the cemetery, and to enforce any ordinance of this city pertaining to the public cemetery.
