(A) There is hereby established a Recreation Board to consist of those members and having such powers and duties as set forth in R.C. §§ 755.12 et seq., except that the Board shall not have the authority to equip, operate and maintain the city swimming pool.
(B) The Recreation Board shall present to the City Council an accurate accounting of income and expenses of the Board and to provide the minutes of the Board’s activity no less than once per month so as to be included on the agenda of the second monthly meeting of City Council.
