(A) No person shall park any vehicle across any line or marking designated a parking space, or park such vehicle in any way that the same shall not be wholly within a parking space as designated by lines or markings.
(B) Any motor vehicle parked in such a way as to cause a violation of this section may be seized by a police officer and towed to a place of safekeeping; in the event that a vehicle is towed, the owner shall be liable for the towing charges, and for storage charges if any, in addition to any penalty pursuant to this section.
