(A) No parent, guardian or person having the care and control of a minor shall knowingly permit such minor to ride a bicycle upon the streets of the municipality without having first complied with the licensing provisions of this chapter.
(B) No parent, guardian or person having the care and control of a minor under the age of eight shall knowingly permit such minor to ride a bicycle upon the streets of the municipality.
