(A) The city shall continue the established policy of furnishing water from the city waterworks and other city taps without charge to farmers in the vicinity of the city who, during periods of drought, shall apply to the Water Department for such water which shall be delivered at the taps in tanks and containers provided by such farmers.
(B) The Director of Public Safety and Service shall establish, within the Water Department, rules and procedures necessary to carry out the provisions of this section.
