§ 51.11 DORMANT WATER METERS.
   (A)   If a water meter does not have an active account for more than 30 days because of disconnection under § 51.06 or otherwise, then the city may remove the water meter to protect its meter and to prevent water theft.
   (B)   Upon information that the water meter is dormant, the Director of Public Service shall cause written notice to be served on the owner. If the owner is a nonresident whose address is known, the notice shall be sent to the address by certified mail; if unknown, it shall be sufficient to publish such notice once in a newspaper of general circulation in the city. The notice will specify that the water meter will be removed unless the owner applies for a dormant account.
   (C)   The owner or any person or company interested in a property, including, not limited to a mortgagee, may elect to keep the water meter at a property by applying for a dormant account with the City Clerk at a cost of $5.50 per month. A dormant account does not permit the owner, resident or person or company interested in a property to receive water service. Water service is not permitted until an application for account is made under § 51.03.
