(A) (1) The City Council has established a water and sewer rate schedule, adopting a table with said water and sewer rates. The table is hereby adopted by reference as if set forth fully herein.
(2) Beginning on January 1, 2021 and on the first day of each year thereafter, water and sewer rates shall be increased by an inflation rate of 2.00% unless otherwise modified by the City Council.
(B) The sewer rates to be charged shall be based on water consumption.
(C) The billing period shall be monthly.
(D) A charge of 50% shall be added to the monthly water and sewer bills of all customers of the city's Water Department who reside outside the corporate limits of the city.
(E) The City Clerk may establish policies as to eligibility determinations, application process, including required documentation of identity, and the implementation of the senior water/sewer rate discount program.
