(A) If the certificate of appropriateness is denied, the Historic Review Board shall attempt to work with the owner/owners to work out an alternative plan that is acceptable to all parties.
(B) If the owner and the Historic Review Board are unable to work out an alternative plan, then the owner may appeal to the City Council in writing. Such appeal shall be submitted to the Board of Zoning Appeals within 30 days of the decision of the Historic Review Board. The Board of Zoning Appeals may modify, remand or reverse the decision.
