§ 155.01 PURPOSE.
   (A)   The following guidelines are hereby established to protect the historic and architectural nature of downtown Wellston.
   (B)   This chapter is necessary for the preservation of the health, welfare and safety of the city and its inhabitants, and furthermore is necessary to comply with the requirements for the funding of the Downtown Revitalization Grant.
