§ 153.022 POWERS OF ZONING INSPECTOR, PLANNING AND ZONING BOARD AND CITY COUNCIL ON MATTERS OF APPEAL.
   It is the intent of this chapter that all questions of interpretation and enforcement shall be first presented to the Zoning Inspector, and that such questions shall be presented to the Planning and Zoning Board only on appeal from the decision of the Zoning Inspector. It is further the intent of this chapter that the powers of City Council in connection with this chapter shall not include hearing and deciding questions of interpretation and enforcement that may arise. City Council shall not have the authority to overrule the decisions of the Planning and Zoning Board and/or the Zoning Inspector on such matters of appeal or variance. The procedure for deciding such questions shall be as stated in §§ 153.100 through 153.106.
