§ 153.003 INTERPRETATION.
   The provisions of this chapter shall be held to be minimum requirements, adopted for the promotion of public health, safety and the general welfare. It is not intended that this chapter shall abrogate, annul or interfere with any easements, covenants or other agreements between parties, unless they violate this chapter. When a provision of this chapter conflicts with any other lawfully adopted rules, regulations, ordinances or resolutions, the most restrictive, or that imposing the higher standards, shall apply.
