§ 153.002 PURPOSE.
   This chapter is enacted for the general purpose of promoting and protecting the public health, safety, comfort, prosperity and general welfare of the residents of the city by regulating and limiting the subdivision and use of land areas, and the erection and/or alteration of buildings. In addition, it is the intent of these regulations to:
   (A)   Protect the property rights of all individuals by assuring the compatibility of uses and practices within districts;
   (B)   Facilitate the adequate, economic and efficient provision of public utilities and public services;
   (C)   Provide for safe and convenient traffic circulation, and lessen congestion on public streets, roads and highways;
   (D)   Protect the character of existing areas and provide for the orderly development of lands hereafter within the city;
   (E)   Provide for sufficient land for future provision of open spaces for schools, recreation and other public purposes;
   (F)   Obtain accurate surveying of land; and
   (G)   Provide for the administration and enforcement of this chapter, including the provision of penalties for its violation and any other purpose provided in this chapter, the Ohio Revised Code, or under common law rulings.
