Where unusual or exceptional factors or conditions exist, the Planning Commission may modify any of the provisions of these subdivision regulations, excepting those covered by § 152.50(A), on written application by the subdivider or by his or her authorized engineer. The statement shall set forth the reasons for such requested modifications and shall be attached to all copies of the construction plans.
