The construction of all improvements required by these rules and regulations must be complete within two years from the date of approval of the preliminary plat by the Planning Commission, unless good cause can be shown for the granting of an extension of time by authority of the Planning Commission. Any extension of the time for completion of construction of improvements shall be conditioned on the posting of an additional bond to cover the term of the extension.
