Prior to starting any of the work covered by the plans approved as above, arrangements shall have been made to provide for inspection of the work sufficient, in the opinion of the Director of Public Safety and Service, to ensure compliance with the plans and specifications as approved, and written approval obtained from the Director of Public Safety and Service to start the work.
