The planning commission 1 shall prepare and adopt a comprehensive long term general plan for the physical development of the city, which, in the commission's judgment, bears relation to the planning thereof. The plan shall be known as the master plan, shall be so prepared that all or portions thereof may be adopted by the board of councilmen, as provided in this chapter, and in Nevada Revised Statutes 278.010 to 278.630, inclusive, as a basis for the development of the city for such reasonable period of time next ensuing after the adoption thereof as may practically be covered thereby.
