2-2-2: DEFINITIONS:
As used in this chapter unless context otherwise requires:
 
DISASTER:
An emergency which is so severe or widespread that it is beyond the resources normally available to local government or private relief agencies to alleviate the damage, loss, hardship or suffering caused by natural or human-caused events.
EMERGENCY:
Any human-made or natural event or circumstances causing or threatening loss of life, injury to person or property, human suffering or financial loss of such an extent that extraordinary measures must be taken to protect the public health, safety and welfare.
EMERGENCY MANAGEMENT:
The preparation for and the carrying out of all emergency functions, other than functions for which military forces are primarily responsible, to minimize injury and repair damage resulting from emergencies or disasters caused by enemy attack, sabotage or other hostile action, by fire, flood, earthquake, storm or other natural causes, or by technological or man-made catastrophes. These functions include, without limitation:
A.   The provision of support for search and rescue operations for persons and property in distress.
B.   Organized analysis, planning and coordination of available resources for the mitigation of, preparation for, response to or recovery from emergencies or disasters.
EMERGENCY OPERATIONS PLAN or the PLAN:
A plan adopted pursuant to this chapter which contains the city's policies and procedures and provides guidance to the chief executive, policymakers, city personnel and the community when managing emergency operations, the planning process and programs.
LOCAL EMERGENCY MANAGER:
The person appointed by the mayor to carry out the emergency operations plan and lead the local organization for emergency management.
LOCAL ORGANIZATION FOR EMERGENCY MANAGEMENT:
That organization led by the local emergency manager subject to the direction and control of the mayor or board of council members.
RESPONSE PLAN:
That plan as defined by NRS 239C.250. (Ord. 235, 5-11-2021)
