Commencing upon the month following final passage of this section, the rates for users of municipal services shall be as follows:
(a) Residential User Rate:
(1) For the first year following enactment: $9.00 per month
(2) For the second year following enactment: $11.00 per month
(3) For the third and succeeding years: $12.00 per month
(b) For commercial, industrial, manufacturing and other business users, there is imposed an annual fee of one cent ($.01) per square foot of the total area, including land and ground floor of any building, occupied by any such user. The fee shall be pro-rated and collected monthly. Provided however, that his fee shall not apply if the alternative minimum fee set forth in paragraph (c) of this section would be greater.
(c) The following alternative minimum fees shall apply if the annual charges set forth in paragraph (b) would be less than the minimum fee set forth below:
(1) For the first year following enactment: $16.00 per month
(2) For the second year following enactment: $18.00 per month
(3) For the third and succeeding years: $20.00 per month
(d) The following rates shall apply to all institutional users, which include schools, boards of education, churches, synagogues or other places dedicated to religious worship, government and quasi-governmental agencies, and places dedicated to the provision of social or charitable services on a nonprofit basis:
(1) For the first year following enactment: $16.00 per month
(2) For the second year following enactment: $18.00 per month
(3) For the third and succeeding years: $20.00 per month
