§ 51.23 STOP COCKS.
   (A)   Unless otherwise provided for, stop cocks shall be placed in the service pipe, on or near the edge of the sidewalks, near the curb line, and protected by a box or iron pipe reaching from the tap to the surface, of suitable size to admit a stop key for turning on and off the stop, with a heavy metal cover even with the pavement or planking.
   (B)   All house boilers shall be constructed with 1 or more air holes near the top of the inlet pipe, and be sufficiently strong to bear the pressure of atmosphere under vacuum. The stop cock and other appurtenances shall be sufficiently strong to bear the pressure, and run off the water in the mains. All patrons shall keep their over service pipes, stop cocks, and apparatus in good repair, and protect the same from frost and prevent unnecessary waste of voter. The City Council shall have the right to cut off the supply of water, any permit to the contrary notwithstanding. The city shall not be liable to the takers of water for damages arising from the breaking of any service pipe, service cock, or other apparatus, or for a failure to supply water or for any other cause in connection with the working of the same.
