§ 51.22  LAYING OF PIPES.
   (A)   All services pipe shall be laid as much under the surface of the ground as the street mains are in front of the premises where the same is laid, and be so protected as to prevent rupture by freezing.  In laying service pipes, all plumbing shall be done to the property line before any street excavation therefor shall be made, and no person shall make any excavation in any street or highway within 6 feet of any laid water main or pipe while the ground is frozen, or dig up or uncover so as expose to the frost any water pipe, main, or sewer except by permission duly granted by the Council.
   (B)   In making excavations in streets or highways, the earth or other substance removed must be deposited so as to occasion as little inconvenience to the public as possible, and so as to allow the free passage of water along gutters, and no excavation shall be left open at any time without proper guards or signals of warning against any danger that may exist on account of the same.
   (C)   No water pipes laid under ground shall be covered or the trenches filled, until the same has been thoroughly tested and found to be watertight.
   (D)   Applicants for water will be charged from the center of the street for all service pipes and the laying of the same without regard to the location of the water mains, and the Council shall make arrangements with plumbers or others to carry this clause into effect so that all persons may be treated equally and impartially.
   (E)   (1)   No service pipe or other attachment, which by reason of the construction and laying of the same will be beneath the surface of the ground, shall hereafter be made to any of the mains, except the same be by brass ferule and lend pipe, all lead pipe so laid shall be at least 1/8 of an inch larger than the tap through which it is supplied, and all joints shall be wipe joints or Clow patent lead pipe connections, and shall be laid sufficiently waving to allow 1-foot extra length to every 50 feet, and in such a manner as to prevent rupture by settlement.  In no case will lead pipe be allowed in service pipes weighing less per foot than as follows:
         (a)   Lead pipe, 3/8-inch medium, 2 pounds per foot;
         (b)   Lead pipe, ½-inch strong, 2 pounds, 8 ounces per foot;
         (c)   Lead pipe, 5/8-inch strong, 3 pounds per foot;
         (d)   Lead pipe, 3/4-inch strong, 3 pounds, 8 ounces per foot; and
         (e)   Lead pipe, 1½-inch extra strong, 8 pounds per foot.
      (2)   Every service pipe shall be provided with stop waste cock for each consumer, easily accessible, so situate that the water can be conveniently shut off and drained from the pipes, and in no case shall lead pipes be soldered to iron.
