No person except the Superintendent or a duly licensed plumber shall tap any main, insert stop cocks or ferrules therein, and all taps and connections shall be of the kind and size only as specified in the permit allowing the same to be placed, and all mains or pipes shall be tapped on or near the tap and at least 6 inches from the hub or joint. No connection shall be allowed until the applicant has paid the amount as set by City Council into the city treasury nor will the same be maintained except upon the payment by the applicant of at least the amount as set by City Council per annum as rent therefor.
