The water shall not be turned into any private service pipe, nor any private service wire be connected with the main conductor or circuit wire, except for the purpose of testing the service pipes or wires and lights, without the permission of the Council expressly given, unless the applicant shall have previously paid the rent and charges then due for the current term.
