§ 51.02  SUPERINTENDENT.
   (A)   (1)   The Council shall appoint a Superintendent whose duty it shall be to in all things look after the running and operating of the electric light plant and water works system; who shall before entering upon the discharge of his or her duties, execute to the city a bond with sufficient sureties in the penal sum of $2,000, to be approved by the City Council, conditioned for the faithful performance of all the duties pertaining to the running and management of the electric light plant and water works system, and account to the Council at all times for any moneys or other thing of value that may come into his or her control as the Superintendent belonging to the city and to pay over all moneys by him or her in any manner collected to the order of the City Council, taking a receipt therefor and immediately filing the receipt with the City Administrator-Clerk-Treasurer.
      (2)   It shall be the duty of the Superintendent to collect any and all moneys due or owing to the city on account of the electric light plant or water works system when ordered so to do by the City Council; see that all assessments are properly made end enforced, personally superintend and oversee the laying of all pipes, repairing of all wires end conductors, and in all things personally oversee and attend to all work necessary for the successful running and operating of the business, keep an accurate account of all things and matters done in connection with the running of the plant or system, and make a detailed statement of the same at the end of each month and file the same with the City Administrator-Clerk-Treasurer on or before the fifth day of each following month, and to perform the other duties as the Council may from time to time prescribe.
   (B)   Every person taking water or light shall permit the Superintendent to enter their premises at all reasonable hours to examine the pipes, wires, lights, and other fixtures and the manner in which the same is used and managed, and they shall answer all proper questions put to them relative to the same.
