Unless otherwise specified in this chapter, a violation of any provision of this chapter shall be a petty misdemeanor. A second violation by the same animal shall also be a petty misdemeanor offense. Any violation after the second conviction involving the same animal may be a misdemeanor at the discretion of the office of the City Attorney.
