§ 31.48  OFFENSES.
   It shall be unlawful:
   (A)   To operate a motor vehicle, except for airport maintenance purposes, upon the runways,  taxiways, or aircraft parking areas, except on those sections of the airport specifically designated for motor vehicles;
   (B)   To operate an aircraft either on or over the land or water without the consent of the owner of the aircraft;
   (C)   To operate or attempt to operate any aircraft while under the influence of intoxicating liquor or of any narcotic or other habit-forming drug;
   (D)   To knowingly permit any individual who may be under the influence of intoxicating liquor or of any narcotic or other habit-forming drug to operate any aircraft owned by the person or in his or her custody or control;
   (E)   To tamper with, climb upon or into, make use of, or navigate any aircraft without the knowledge or consent of the owner or person having the control thereof, whether while the same is in motion or at rest; or to hurl stones or any other missiles, or discharge any gun or weapon, at aircraft or the occupants thereof, or otherwise damage or interfere with the same or place upon any portion of any aircraft any object obstruction, or other device tending to injure aircraft or the parts thereof;
   (F)   To operate any aircraft carelessly or heedlessly in disregard for the rights or safety of others or in a manner so as to endanger or be likely to endanger any person or property;
   (G)   To engage in trick or acrobatic flying or in any acrobatic feat while flying over a thickly inhabited area or over a public gathering; and/or
   (H)   To fly at low levels as to endanger persons on the surface beneath, except while in landing or takeoff.
