No person shall park or leave standing any vehicle exceeding in length 16 feet upon Broadway between Franklin Street and Van Buren Street, or upon Market Street between Lincoln Avenue and Jackson Avenue, or upon Franklin Street between Broadway and Lincoln Avenue; provided, however, that motor busses may be stopped temporarily on the streets for the purpose of receiving or discharging passengers, and motor trucks may be stopped temporarily for the purpose of loading or unloading merchandise but only for the period of time as is actually required for the loading or unloading of the merchandise.
