§ 70.48 PARKING REGULATIONS.
   (A)   Angle parking shall be required on the following streets in the City of Wells: on the east and west sides of Broadway between Second Street South and Franklin; on First Avenue West between Second Street and Roosevelt Avenue; on the north side of Second Street between Second Avenue SW and First Avenue SE and on the south side of Second Street SE between Broadway and First Avenue SE; on First Street between First Avenue West and First Avenue East; on Franklin Avenue between First Avenue NW and Broadway and on the north side of Franklin Avenue between Second Avenue NW and First Avenue NW. On any street, every vehicle parked shall be parked with the front of the vehicle facing the curb or the edge of the traveled portion of the street at an angle of approximately 45 degrees and facing between the painted or other markings on the curb or street indicating the parking space. Every vehicle when parked shall be parked in a single space marked for vehicle parking by painted lines on the street or curb, and no part of the vehicle shall extend into any other marked space. On all other streets other than those named, parallel parking shall be required. On any street with a curb, every vehicle parked shall be parked parallel to the curb and with the right-hand wheels of the vehicle within 12 inches of the curb. On any street without a curb, every vehicle parked shall be parked to the right of the main traveled portion thereof and parallel thereto and a manner as not to interfere with the free flow of traffic. The forgoing requirements shall not apply, however, to any vehicle disabled upon any street, but any police officer of the city may require the person in charge thereof to move it to a place of safety; and if the movement is not made or if any motor vehicle is left alone or abandoned in any position, the officer may provide for the removal of the vehicle to the nearest convenient garage or other place of safe keeping at the owner's expense.
   (B)   No person shall stop, stand, or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or traffic-control device, in any of the following places unless signs or markings on the street or curb indicating that it is permissible:
      (1)   On a sidewalk;
      (2)   In front of a driveway;
      (3)   Within an intersection;
      (4)   Within 10 feet of a fire hydrant;
      (5)   On a crosswalk;
      (6)   Within 20 feet of a crosswalk at an intersection;
      (7)   Within 30 feet upon the approach of any flashing beacon, stop sign, or traffic-control signal located at the side of a roadway;
      (8)   Within 50 feet of the nearest rail of a railroad crossing;
      (9)   Alongside or opposite any street excavation or obstruction when the stopping, standing, or parking would obstruct traffic;
      (10)   On the roadway side of any vehicle stop or parked at the edge or curb of a street;
      (11)   Upon any bridge or other elevated structure upon a highway, except as otherwise provided by ordinance; and/or
      (12)   At any place where official signs prohibit stopping.
