§ 51.23  STOPCOCKS REQUIRED; ACCESS; UNAUTHORIZED USE; CONSUMER TO WAIVE RIGHTS TO AND CONTROL OVER.
   (A)   Stopcocks required. All services shall be provided with a stopcock on the owner's premises so that, when necessary, water may be stopped without opening the stop box in the street or sidewalk. Whenever a service not provided with the stop needs repairing, the stop shall be provided before the water is again turned on.

   (B)   Access; unauthorized use.
      (1)   Access to the stopcock at the curb shall only be had by the Superintendent of the Water Department or his or her agent.
      (2)   No persons shall use the stopcock for any purpose whatever without the written permission of the Superintendent.

   (C)   Consumer to waive rights to and control over. Any person contracting for a supply of water shall waive any rights of control he or she may claim to have over the stop box and stopcock of the service pipe between the main in the street and his or her premises.
