§ 151.04  ASSESSMENTS; ASCERTAINMENT; ASSESSMENT ROLL.
   (A)   Upon completion of any local improvement, the Board of Commissioners shall compute and ascertain the total cost thereof.
   (B)   In the total cost shall be included the interest paid or to be paid on notes or certificates of indebtedness issued by the town to pay the expense of the improvement, according to the provisions of this chapter and incident to the improvement and assessment therefor.
   (C)   The Board shall thereupon make an assessment of the total cost, pursuant to the provisions of § 151.06 below, and for that purpose, shall make out an assessment roll in which shall be entered the names of the persons assessed, as far as they can ascertain the same, and the amount assessed against each person respectively, with a brief description of the lots and parcels of land assessed.
