(A) No building permit shall be issued for any building or structure, the estimated total cost of which is more than $30,000, unless the work is to be performed by a licensed general contractor.
(B) No building permit shall be issued for any building or structure, other than a one- or two-family dwelling, the estimated total cost of which is more than $30,000, unless the plans bear the state seal of a registered architect or a registered engineer.
(C) Where any provision of the General Statutes of North Carolina or of any ordinance requires that work be done by a licensed specialty contractor of any kind, no permit for the work shall be issued unless it is to be performed by the licensed specialty contractor.
(D) Where detailed plans and specifications are required under this chapter, no building permit shall be issued unless the plans and specifications have been provided.
