(A) The purpose of this chapter is to promote public safety and orderly movement of pedestrians and, where designated, drivers who use town rights-of-way and/or town property.
(B) Protect the town’s business community by eliminating the inequity faced by stationary businesses that compete with itinerant and mobile businesses that may be operating without town business licenses and outside regulatory authority of the town, which unfair competition threatens to erode town tax revenue and undermine the strength of its commercial life.
