No persons shall operate or cause to be operated any jitney bus or taxicab or any motor vehicle used for transporting passengers for fare over the streets, without first taking out and keeping in effect at all times policies of insurance in some insurance company duly licensed to do business in the state, as set forth in G.S. § 20-280.
