Every person operating any taxicab within the town or between the town and points, not incorporated, within five miles thereof shall apply to and secure from the Town Clerk an annual license for the privilege of operating each taxicab, and shall pay for the annual license a tax set forth in the schedule of fees for each taxicab operated.
