Permits for the installation of kitchen sinks, lavatories, commodes and bathtubs that are to be installed in buildings in unsewered areas shall in no case be granted unless it is clearly shown that the discharge from the same is handled in a manner so as not to cause a nuisance, or calculated to be or become offensive or annoying to the neighboring citizens or in any manner jeopardize the health or comfort of the community in which the installation is made.
