§ 97.10  ASSEMBLIES ON STREETS.
   (A)   No person shall hold any auction sale on any street, except at designated places, without permission of the police or the Mayor.
   (B)   No person shall attract a crowd on any street, sidewalk or public thoroughfare so as to impede travel thereon.
   (C)   Nothing contained in this section shall prohibit the preaching of the Salvation Army, other similar preaching of the gospel, speech-making or serenading on occasion of public rejoicing, or in political campaigns, under the control of the police.
