§ 97.09  CELLAR DOORS AND VAULTS.
   (A)   Every owner of a house which has a cellar door or vault in a public footway shall keep the same closed, except when in temporary use.
   (B)   When a cellar door or vault is regularly used, the owner shall, under the supervision of the Street Commissioner, place a substantial guard rail on each side of the opening.
   (C)   The owners of the cellar doors and vaults shall keep the same in good repair.
