§ 97.07  OBSTRUCTIONS GENERALLY.
   (A)   No brick, stone, wood or other substances obstructing the streets shall be suffered to lie in the streets of the town.
   (B)   (1)   No person shall place in any street, alley or sidewalk any boxes, casks, crates, barrels or other obstructions.
      (2)   Building material, earth and other obstructions of like character may, by permission of the Mayor, in writing, be allowed under the restrictions as he or she may impose; provided, that in erecting buildings, no sidewalk shall be so obstructed as to prevent the free passage of pedestrians.
