No person shall erect or maintain any shelter, sunshade or awning in front of any building, which shall extend over the sidewalk, which shall be less than seven feet above the level of any sidewalk or which shall extend more than ten feet from the building to which it may be attached; provided, that stationary awning arms shall not be less than eight feet above the level of the sidewalk.
