It shall be unlawful for any person in the corporate limits to knowingly and intentionally harbor, feed, keep in possession by confinement or otherwise, any dog or cat which does not belong to him or her, unless he or she has, within 24 hours from the time the dog or cat came into his or her possession, notified the Police Department.
