(A) Every person residing in the town who is the owner of a motor vehicle operated by either the owner of the motor vehicle or by another with the owner's authority shall, for each motor vehicle, file in the office of the Town Clerk and Treasurer an application for registration of the motor vehicle and shall, at the time the application is filed, pay to the county a license fee.
(B) The license fee shall permit the operation of the motor vehicle in the town for the period from January 1 to December 31 next following.
