(A) If water and sewer bills are not paid by the fifteenth day of the month, a penalty as determined by the Board of Commissioners from time to time shall be added.
(B) If bills are not paid by the twentieth day of the month, service shall be discontinued, and will not be restored until all water rent due is paid in full, together with any penalty which has accrued.
(C) Failure to receive a bill shall not relieve the consumer of any liability.
