§ 51.45  HOUSE SEWERS; PERMISSION TO CONSTRUCT; SUPERVISION OF CONSTRUCTION.
   (A)   No person shall construct any drain or sewer from his or her cellar or lot to any common sewer without permission in writing from the Board of Health.
   (B)   Every drain or sewer shall be constructed under the direction of the Superintendent of the Water Department, and in a manner that foul air cannot escape from the sewer into the building.
