§ 51.15  PROCEDURE ON RECEIVING APPLICATION FOR CONNECTION.
   (A)   Upon receiving an application for a water or sewer connection, the Superintendent of the Water Department shall cause the connection to the main to be made and extend the lateral to the curb.
   (B)   No water shall be turned on or sewer connection made until all required costs and charges have been paid, and the costs and charges shall constitute a lien upon the property until discharged.
