Any vacancy caused by the death, resignation or disqualification of a member of the Board of Commissioners shall be filled by a majority vote of the Board; provided, that if the number of vacancies is such that a quorum of the Board cannot be obtained, the vacancies shall be filled in the manner provided for those cases in G.S. § 160A-63.
