It shall be unlawful for any person to offer beer to any person under the age limit set forth in section 23-1023, Idaho Code and it shall be unlawful for any person under the age limit set forth in section 23-1023, Idaho Code to frequent, loiter in or about or patronize any beer dispensary and it shall likewise be unlawful for any owner of such beer dispensary or his employees to permit any such person under the age limit set forth in section 23-1023, Idaho Code to be in or to be employed in such dispensary.
