It shall be the purpose of the recreation commission to further recreation for the city and surrounding area; to secure data relative to recreation projects and assemble same and make reports to the council for its approval, and to make recommendations to the council relative to recreation matters and give supervision to the recreation director; and, when necessary, designate maintenance men to conduct the recreation program.
