2-2-4: POWERS AND DUTIES:
Said commission shall conduct and hold all public hearings where required by zoning laws of this code 1 and the laws of the state in respect thereto. It shall be the duty of the commission to:
   A.   Recommend and make suggestions to the city council, for the adoption of coordinated plans for the physical development of the city; for the formation of zoning districts.
   B.   Make recommendations and suggestions concerning the laying out, widening, extending and locating of streets, roads and highways and the relief of traffic.
   C.   Make recommendations and suggestions concerning density of population and development of land within the jurisdiction of the city.
   D.   Make recommendations and suggestions concerning the future growth, development and beautification of the city in respect to its public buildings, streets, parks, grounds and lands, consistent with the future growth and development of the city in order to promote the public health, morale, safety and welfare of the inhabitants thereof.
   E.   Give recommendations and suggestions and advice to individuals concerning landscaping or location of buildings, structures or works to be erected, constructed or altered by or for such individual.
   F.   Cooperate with other appointed boards or commissions for the general welfare of the city.
   G.   Recommend and suggest platting and subdivisions to the city council.
   H.   Review and recommend on all subdivision plans and other proposed land developments.
   I.   Review and make recommendations on all amendments to the zoning code including revisions thereof.
   J.   Review all special exceptions permitted under zoning law which involve major land use.
   K.   Undertake such surveys and studies and prepare such reports as may be required or requested by the council to carry out the planning program.
   L.   Recommend and suggest the zoning districts with regulations to be enforced within such district in accordance with the comprehensive plan and designed to lessen congestion in the streets.
   M.   Secure from fire, panic and other damages; promote health and general welfare; provide adequate light and air; prevent the overcrowding of land; avoid undue concentration of population; and facilitate the adequate provision of transportation, water, sewage, schools, parks and other public requirements.
   N.   Conserve the value of buildings by appropriate regulations and encourage the most appropriate use of land throughout the city.
   O.   Recommend and suggest to the council such regulations and restrictions, the boundaries of such districts, how they will be determined, established and enforced, and from time to time amended, supplemented or changed. No such regulation, restriction or boundary or amendment thereof, however, shall become effective until a public hearing is had in relation thereto, at which parties in interest and citizens shall have an opportunity to be heard.
