2-2-3: RULES; ORGANIZATION AND MEETINGS:
The clerk of the planning and zoning commission and shall keep records of all matters before said commission. The commission shall, when there is business to transact, conduct its meetings at least once each month and more often as the business to be transacted before said commission requires. The commission shall adopt such rules and regulations as it deems necessary to carry into effect the provisions and purposes of this code, and it shall hold such meetings and meet at such designated places from time to time and conduct public hearings as the commission, or majority thereof, may determine. At the first meeting, the commission shall elect one of their number as chairman, the ex officio member not being qualified for said office. On the first meeting date of January of each year thereafter, the commission shall meet and organize by electing a chairman to serve as such for the term of one year.
A majority of the appointive members of the commission shall be necessary to constitute a quorum at any meeting or public hearing. All meetings shall be open to the public; and a written record of the meetings, resolutions, findings and determinations shall be kept, which said record shall be public. (1971 Code)
