There is hereby established and created a free library and reading room for the use of the inhabitants of the city. Such library shall be subject to such reasonable rules and regulations as the library board of the city may find necessary to adopt in order to render the use of the library and reading room of the greatest benefit to the greatest number, and such board may, by rule, provide for the exclusion from the use of such library and reading room, of any and all persons who shall wilfully violate the established rules of the board.
